The Law on Digital Technology Industry was passed in June 2025 and took effect on 1 January 2026, recognising digital assets as property for the first time.

Vietnam opened the door in 2026, part way
Two instruments landed within months of each other: a law recognising digital assets as property, and a pilot programme for the market around them.
A five-year pilot runs alongside it
Resolution 05 of September 2025 created a nationwide pilot for issuing, trading and managing crypto assets, running five years from the date it took effect.
Securities are carved out of the definition
A crypto asset under the pilot expressly excludes securities, digital fiat and other financial assets defined by civil and financial law. If your instrument is a security, the pilot is not your route.
Settlement is in dong
The pilot requires settlement in Vietnamese dong and ties tokens to verifiable real assets. Crypto is recognised as property but is not legal tender and cannot be used for payment.
The operator bar is set high
Licensed market operators face substantial capital and staffing requirements, including certified security specialists and licensed securities professionals. This is not a market a small platform enters alone.

Our local partner establishes whether your instrument is a security or falls inside the pilot definition, because the two lead to completely different routes here.
The legal work and the launch run in parallel. In Vietnam the pace is set by which route your instrument takes and, inside the pilot, by the licensing of the market operator. Your lawyer starts on day one.

Is real estate tokenization legal in Vietnam?
Digital assets have been recognised as property since 1 January 2026, and a five-year pilot programme opened in September 2025 for issuing and trading crypto assets. Whether your instrument fits inside it is the question to settle first.
What currency do investors pay in?
Vietnamese dong. The pilot requires settlement in dong and ties tokens to verifiable real assets. Crypto is property but not legal tender, so it cannot be used as a means of payment.
Does the pilot cover my property token?
Only if it is not a security. The definition of a crypto asset expressly excludes securities, digital fiat and other financial assets defined by civil and financial law. A property instrument paying investors often falls outside it.
How long does the pilot run?
Five years from the date the resolution took effect. After that the market continues under the same rules until amending or replacing provisions arrive, so this is a starting framework rather than a temporary one.
